Details on how ATSC 3 will be distributed once you receive the signals in your home are just in the conceptual stage at this point. But there are hints at commercials and possibly content being received over your Internet connection, and either WiFi or Ethernet distribution to devices, including new recorders, within your home. Additional content not being broadcast over the air may be available as paid subscriptions, but you would not have to pay a fee just to receive the broadcasts with commercials, or to record free OTA content. Actual recorders (and software) which use WiFi or Ethernet do exist, but as yet there are no complete plug and play systems like TiVo or your Cable DVR. I haven't seen anything with a good guide suitable for ATSC 3 OTA recording. 
All of this is several to many years away. Possibly arriving near your home in 2023 or later. (Same with 5G home Internet and real 5G cell phone services.)
Free TV in the US is nowhere near dying out.
