If you look at the last frame of the video when it stops, it is clearly a CGI (Computer Generated Image).  If you replay the video, you can see other indications of it being CGIs, especially in the pedestrians. An interesting concept but I don't see how it would work, at least the part of a severely top heavy load balancing on line contact while making dynamic turns.  I guess a massive, vertical axis gyroscope could manage it but, while an interesting concept, I don't think it would be ultimately practical.  If the hovering drone part could work, why not just fly it to the fire?
