 It's not that big a deal. I have been using Google Drive to store copies of most of my photos for several years, and only have used 4 GB of the 20 GB I have available there. The next upgrade is huge, and costs very little. I can't imagine ever using up 15 GB of storage in either Google Drive or Google Photos. 
Paying for using more space than 95% of Google Photos users ever fill seems very reasonable to me.  That's in addition to the 20 GB of free storage Google Drive offers. 
If you're that concerned about running out of Cloud storage, download most of your stored photos and delete them from the Cloud. Local storage is better unless you have some disaster which wipes out your local storage and computers. In such a case I think you'd have bigger fish to fry than your photo collection. 
You can also make a clone of your photo archives (hard drive or CDs) and send it to a family member or friend in a different part of the country. That's essentially what businesses do with their irreplaceable important files.
