 The article alludes to this, but I want to emphasize that vaccination records, including COVID-19 are kept in a State Registry.

The information there may not be entirely up to date, but MIIS does eventually get the records of all reportable immunizations, including COVID-19.  
I have made a couple of copies on durable card stock of my vaccine card.
