Hi Howard,
10.x.x.x is a private subnet like 192.168.x.x so it's not routed on the
internet.
Try:
1) on win10 open a cmd prompt and run 'ipconfig -a' - or another way to see
what IP address you're using. If you are not on the same subnet you can't
get there from where you are. One way to test it would be to try in that
same cmd window, ping 10.100.100.1 which is typically the local gateway on
that 10.x network, to find other networks includnig the internet.
2) it's possible the destination has changed IP addresses? over a few days
your local DHCP server might have released the IP address and the device
that used to be at --.23 is at another address. it's not obvious what
service you are using on port :53373, so if the service you're trying to
use has changed ports, that will not connect either.
3) a server could be configured to respond to https://something, and refuse
to respond to a request to http://something, everything else being
identical.
To minimize situations where things "can't be reached" it's best to:
a) assure you're on the same subnet as your destination
b) if it's a server of some sort make the IP address either static (on the
device/server itself) or make an IP reservation on the appropriate router -
most comcast and vz home routers allow home users to "reserve" an IP
address for a device you want to assign a fixed IP address -- most commonly
a network drive or network printer - when you're on the home network, you
can more reliably "find" the printer when you want to print.
