Glad the problem seems to have fixed itself. As I said, it looks like HP specific OEM software misbehaving.

Do not know what happened but the “CHILD MODE” does not appear on my screen when I turn on (did it a couple of time) the PC.
I thank you for your interest in addressing my problem. I will keep my fingers crossed.

I can give you a hint that this is probably different from the Windows 10 parental controls. It seems it's HP specific stuff.
