 It's been a standby of mine for years, and others I have known also like it for simple slide shows.

The other (XnViewMP) is also available for Windows 10, but additionally works in other OSes. Perhaps I could have made that more clear.  I'll let Michael make his own choice as to which if either to choose.

Essential:     Show all photos in a named folder.  * Zoom each photo up/down to window size while preserving aspect ratio.
  * Settable photo display duration (applied to all photos).
     Random or sequential order of display.     Free,or small one-time fee.

NOT wanted:     Fancy transitions and effects.
     Photo editing capability.     Ability to create movies.
     Steep learning curve.
The Windows 10 "Photos" app doesn't have the "starred" features. 
Most of the other apps I can find are overly complex.
