Apple Watch is also good for monitoring for Atrial Fibrillation and recording a single-lead ECG for your doctor to use diagnostically when/if an episode of suspected AF occurs.  You can also have the watch record a single-lead ECG for your doctor whenever you sense palpitations. Apple Watch will also alert you if your pulse rate goes dangerously low.  

You’d need to make sure that the Apple Watch you purchase has the features you desire. I think Apple still sells older models, such as the iWatch 3, which, although inexpensive, do not have those features. 

I don’t know if Apple Watch’s medical features can work in conjunction with any cell phone other than iPhone. 

Whatever the relative cost of the Apple Watch, it may be less than it cost for your mom's monitoring system, plus it includes a ton of cool features beyond the medical*.
