 Whenever Microsoft or many other tech download sites offer a new program component or a driver, they often make you at least scroll down the terms of the agreement before the "Next", "Download" or "Accept" button becomes active. I've had that happen at banking and payment sites as well. Utility sites and my insurance payment page are the same. 
This is not isolated behavior.

I clicked on “I accept” and it wouldn’t accept it UNTIL I viewed the terms and conditions.  Bet some lawyer made them do it
