Yes, there is a Yahoo App. It's for phones, both Android and iPhone. I don't use it. My Android phone uses gmail. On a phone, gmail is an App.
What's happening is like Comcast and many others before them, Yahoo is dividing their unified App into several more specialized Apps. This makes maintenance of the Apps easier for them. It may change a little how you use Yahoo Mail and other Yahoo services on a phone, but it is legit, and there will be some other changes soon as well.
Your email service will not be interrupted. Using Yahoo Mail and their other services on a computer will remain essentially the same.

Do not click on any link in the message. Go to yahoo.com to see if there is a yahoo mail app, and even this is strange.
You do not need to install an application on your machine to read and send yahoo mail. You do that in a browser.
