 These days, it's all done with QR Codes and phone Apps. You download the App, then scan and tap. It's ultimately tied to your phone "wallet" which is tied to your bank account. But my phone doesn't do "tap". So I had to call twice and wait three weeks before I received a card which the turnstile could "read". (The first try to send the card fell afoul of the awfully poor USPS mail delivery services at my apartment.) 
Ever try to get anything sent from RMV?
