Yes.

Any out of service cell phone should be able to dial 911. Not if you 
have NO connection to a carrier to make the call.

I keep an out of service cell phone in the glove box of my car. If I get 
stuck somewhere, and I don't have my cell phone, I can use this one to 
call the police.
