All,

I think that there is a lot of Olde Colde Ware stuff that the primary
nations don't want disturbed
predominantly the US and the former USSR put things into orbit which let us
say charitably didn't quite comply with the True Letter and Spirit of the
International Treaties about Open Access to Space.

Remember the Soviet Nuclear-reactor-powered radar satellite that had large
heavy chunks re-enter into Northern Canada.
Well some of the stuff that is being tracked is from that era -- and who
knows what
