Adam,

I think you're right; it's pretty clear that's the case.   And it's not 
that connectivity, per se, is blocked.  Rather, the "web site" is 
serving up a page with an "ACCESS DENIED" error message, stating "You do 
not have permission to access the requested URL on this server."

I do have a paid VPN service available, and access to macys.com works 
just fine.    So Macy's web site service provider has some sort of beef 
with connections from  RCN/Astound.
