A better file manager for Windows 10/11.

*OneCommander* offers persistent tabs, meaning that the same tabs are 
restored each time you run the program.  Windows 11 lets you open tabs, 
only they disappear when you exit file manager.  Each time you run file 
manager in Windows 11 you need to recreate your tabs manually.

Adds tabbed file management to Windows 10.
