The study subject was what to do – preparation needed in case of a natural or artificial pandemic such as WUHAN (basically what to do in biological warfare).<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:18.0pt;color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:18.0pt;color:#1F497D'>The government knew what could happen and started to worry about lack of preparation, but money was not allocated to help prepare. DARPA allocated some funding and created a division, but Agriculture’s research was cut. I’m not so sure that it matters, except to people who want to blame China for it (or blame the US CDC for working with the Wuhan lab). The Chinese government does deserve opprobrium for its slowness to release information. Some Chinese individuals did a good job of getting information out to the world in mid to late January despite their government.
