 I can add that both the drive and the player, as well as any added libraries or helper modules, all must be able to handle several types of possible codes.
Regional codes, lettered generally A for North America, B fro the EU, and other letters for other regions.
Encryption or DRM codecs, which have a large range of possible choices, sometimes combined with one another. 
Finally, 4k blu-ray DVDs will not play in VLC Player at all. Most players which do work are "cracks" which cost money to use and may violate US and EU copyright laws.
So the answer is, there is no player for Windows 10 which is guaranteed to be able to handle all possible blu-ray discs and their various encryption schemes. And officially, the codecs needed, especially for 4k blu-ray, are not legally available to software developers or the general public. 
That's the sad and sorry state of DRM these days. And it's getting worse.
In the end, your best  (and most cost-efficient) bet may be to use paid streaming services if you want to watch movies in blu-ray or 4k blu-ray resolutions. 
Legally in North America and in the EU, you can never own a copy of anything commercially produced and  digital. Your rights are extremely limited.

I got a USB3 Blu-Ray drive for my Windows 10 laptop, assuming I'd use VLC to play the discs. The drive and VLC work fine for DVDs. But I can't get the VLC add-ons for Blu-Ray to work. Thoughts? is there a (free or inexpensive) package that will play Blu-Ray?
