Looks like I may be wrong. Though it came with all Windows 10 systems, Skype may not have behaved as one of the core built-in MS Store Apps.

If that's true, the Reset and renaming the cache folder in the user's AppData may clear up the problem.

Uninstalling and reinstalling, even with RevoUninstaller did not solve the problem? 
Just in case removing the cache contents then uninstalling -- using Revo Uninstaller --  and reinstalling Skype might work, I'd also try this.
Revo would get rid of old, broken Registry entries and might remove links to the bad Win SxS data. CCleaner might also help remove some of the old, corrupted sludge.
