I set up my App }Password for Claws Mail in Linux a couple of years ago, and did not need to activate two-factor authentication to make it work. The App Password was entered once into the email client's Yahoo Profile, and was stored for future use. 
Thunderbird works the same way.
So I think you can set up an App Password for Yahoo Mail by logging into the web mail in a browser and going through the setup, no 2FA required.
Google for gmail does require 2FA for their App Password system to work. I set that up at the same time as my Yahoo App Password. For gmail I need to use my smartphone for verification. The App Password is stored just like any other password.

So it turns out that Yahoo has disabled email download in Outlook desktop application unless one has app password enabled for security reasons. Trying to enable app password now is not option, as the feature has been disabled and they are not sure if the feature will be enabled again. 

  

I had 2FA set up and verified but not set up app password, so I am out of luck. I paid monthly $5.30 to get premium support to learn that. I of course intend to cancel that ASAP.

Hi All,

I have Outlook 365 desktop application and have been downloading Yahoo emails periodically. But recently began receiving error. I checked the settings for both IMTP and SMTP server settings are correct. Wondering if anyone has run into the issue and fixed it. I also tried POP server instead of IMAP but no luck. I searched the web but did not find anything that would help. The error in Outlook is as below.

Task 'Synchronizing subscribed folders for Smita - Yahoo.' reported error (0x800CCC0E) : 'Outlook cannot synchronize subscribed folders for Smita - Yahoo. Error: Cannot connect to the server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'
