I have no idea how these numbers are calculated. India could be utilizing technology developed by others. This, of course was how Japan jump-started their economy in the 60s and 70s and how China has been doing it. Also, a huge proportion of US costs are for safety and testing. Again I have no idea how the India space movement is managed.

I am most impressed with India's accomplishment of landing an unmanned space vehicle on the Moon.
But, consider this: India has the 5th out of the 50 largest GDP of economies in the world but the 48th out of 50 countries in per capita GDP. While landing a space vehicle is impressive, raising the per capita GDP would be far more impressive an accomplishment.
I also find these claims of India doing this for less than others a little disingenuous. There is a lot more to the story of why this might be true:
* NASA is doing a lot more than India's flight to the north pole of the moon.
* NASA, and several other space agencies have created an incredible amount of prior knowledge over the 60 years of space exploration for use by other countries, including India. This must have saved them a ton of money.
* This is India's third attempt to accomplish such a landing.
I'm not trying to tarnish India's accomplishment -- rather I am reluctant to feel badly about our more expensive efforts to achieve spectacular results in our space exploration.
