I don't think you can simply compare India to US costs for a moon landing
and rover
You can hire a very capable software engineer in Bangaloru for the cost of
an Amazon delivery driver in Boston
Hardware engineers are somewhat more expensive as the good ones have all
emigrated to the US

PS: the more interesting moon - related story this week is the crash of the
Russians Luna-25 into the moon's surface while preparing to land
The last successful lunar mission launched by the Soviets/Russians took
place when Gerald Ford was President of the US and Leonid Brezhnev was the
Soviet Boss

Luna 25 was successfully launched on 10 August 2023.
It entered a lunar orbit on 16 August 2023.
On 19 August, Luna 25 was to lower its orbit in preparation for a landing
on 21 August 2023 near the lunar south pole at the crater Boguslawsky, but
during this maneuver contact was lost.
Reportedly the burn was 50% larger than planned, causing the lander to
crash on the lunar surface.
Note: it may have contaminated the moon with Pu -- since it had both solar
arrays and a radioisotope thermal-electric unit
