If the drive has a Recovery Partition, you can boot into the Recovery
Partition and see if it provides an option to do a "Complete Erase" (which
destri\uctively overwrites all sectors) to do a "Clean Install."  If there
is no Recovery Partition, one can boot into an external USB or CD to do a
"Complete Erase" operation.
