[Lex Computer & Tech Group/LCTG] recycling computers

When I lived in Hull, I donated my old computers and printers to World Computer Exchange, less than 2 miles from my house.

WCE engaged volunteers to repair/rebuild old tech and then shipped them, in quantity, to third-world countries. They were OK when I removed the disk drives from my desktop computers before donating them. I don't know the status of WCE since the passing of its founder. And, it's farther than Best Buy or Staples for most people. However, they reuse rather than recycle.

I asked Staples whether they wipe the tech or merely recycle them as is. My impression is that they just recycle them, whatever that means. Strip the gold and trash the rest?

FYI

A friend has two OLD laptops.  One with Windows XP, the other Windows 7.  I called both Staples and Best Buy both of which will take them (and a lot of other stuff) at no cost.  However it does not include wiping the disk.  Staples offers that service @$29 each, and Best Buy @39 each.  Neither could explain to me what a full erase means (for all I know they may open the case and use a hammer).
