Definitely a possibility. But I think the numbers do indicate a recent spike in virus load in the wastewater. And a more recent decline. If the trend continues and is not followed by another spike, this would correspond with a genuine decline in the risk level. So I think relying on wastewater data is still a good indicator, though not the only reliable indicator. And not without its flaws.

I suggest that the data suggests that last year there was a real spike and that recently there is just "noise" in the system

Don’t worry about the y-axis, just the shape of the curve. The article gave no indication as to what is “good”. In the later graph look at the winter spikes. The big problem was a year ago.
