Two issues come up immediately, maybe three.
Your equipment must be recent enough to get up to speed with the Comcast network. This includes supporting the newer DOCSIS 3.1 standard (DOCSIS 4.0 is available).
Your in-house wiring was just upgraded. So it and the outside connection to the neighborhood's cable are probably both in good shape.
Your neighborhood may have more subscribers, or the existing subscribers may be using more bandwidth than before. This would slow down the entire area, as Comcast uses a trunk and branch configuration, unlike FiOS (Verizon) which uses the old telephone network configuration.
You have control over the equipment and your in-house wiring out to the junction. You don't have control over network or local capacity issues.
Also, make sure you use a speed test which is independent of Comcast.
My own speed is good enough here at Windsor Village in North Waltham. Though to maintain it, I sometimes manually reset my modem, to reset my ip address, among other things.

I have Comcast triple play with a tv speed internet. The last time that I saw that speed was maybe two years ago or more. So I complained big time in November and they checked and eventually replaced the wire from the junstikn box to the box outside the house. I was traveling December and got home last weekend. And it all worked. Not much speed change though.
So I was wondering if additional subscribers would have reduced the speed. Or what other causes would reduce the speed?
This is the speed from the junction box to the box outside the house. So nothing to do with my devices.
