Ted is right: the idea that physical “constants” are not truly constant has been around for quite a while. When I was a grad student in physics, I remember, Professor David Bohm (Princeton; author of a quantum mechanics text) tried to construct a non-constant physical constant (NCPC ?) theory.
What I find interesting about the new NCPC theory is that, on the surface, it might have genuine application. It doesn’t (yet) necessarily displace the dark matter theory because – as far as one can tell from information in this thread – there are no observational or experimental data, now, that distinguish NCPC from dark matter theories.
In both cases, the ‘evidence’ supporting the theories seems to come from reasoning that’s analogous to curve-fitting.

Most people came just based on the assumption that here's a chance to say you were in the room with one of the founders of QM
However -- Prof. Dirac spent his hour talking about a new idea -- that the physical constants were not in fact constant -- that they changed with time and space in a predictable manner
When he was finished -- most people thought that they had witnessed an old guy a bit off the beaten trail -- and Yet?

I agree it appears that no real evidence has been presented to support these hypotheses. On the other hand, after decades of trying to find dark matter, it does seem like there must be some cosmic mechanism we don’t yet understand.

While they listed a few possible mechanisms, like the search for Dark Matter and Dark Energy, the evidence looks to my mind to be highly speculative and poorly supported by any kind of evidence. (I have had not very much scientific education compared with most members of this group.) Then again, if I had the level of understanding to read further on this subject, I might be able to see what kinds of evidence both sides of this discussion think they are seeing.
The paper referenced promises to include some of the evidence seen by the side which favors the CCC-TL hypothesis. Probably that level of reading is beyond my level of education and scientific literacy.

Interesting.
Posits that forces of nature weaken over time and in different places in the universe. (CCC, Covarying Coupling Constants)
Also the Tired Light (TL) concept that light loses energy as it travels across the universe.
I wonder what if any evidence is for these.
