In answer to Mike Alexander --
(b) if it is right, the physical constants might vary across extremely large distances in the universe, a literally upsetting idea that would have to be checked out.
Extremely long times are mentioned, which implies long distances. The theory seems to say that light and other energy experience some sort of interactions with gravity and matter over long times and distances, slowing them down.
Not being educated in these areas of physics, I can't offer an opinion what the larger implications for physics might be.
In answer to Peter Albin --
I think we should see if we can find one or two people who really know about this stuff, and ask them if they could present, at our group's general level of understanding, the two (or more) sides to this scientific discussion.
Do we know of such people?

In view of Alan Millner’s Comment:
Does anybody in LCTG know the quantitative extent of the difference(s) between the values of physical constants inferred in the new research and “standard” values of physical constants? If they differ significantly, then either (a) the new theory is wrong on the facts, even though the analysis is impressive; or (b) if it is right, the physical constants might vary across extremely large distances in the universe, a literally upsetting idea that would have to be checked out.

Can someone (or more) put together a program on this presenting the various perspectives?I think it would be well received
