I regularly receive a bulletin from Mass DOT
The most recent instantiation has the following:

MassDOT Announces Special Commission on Micromobility

Secretary Monica Tibbits-Nutt convened the first meeting this week of the
Commission, which will study current state and local regulations and
develop recommendations to expand micromobility use in MA. Micromobility
vehicles include bicycles, scooters, e-bikes, skateboards, uni-wheels, and
other small personal travel devices.
Special Commission on Micromobility
The Special Commission on Micromobility is charged with producing a study
that includes a review and recommendations.

The Special Commission on Micromobility is charged with producing a study
that includes:

   1. A review of current state and local laws and regulations for
   micromobility vehicles;
   2. Recommendations to regulate micromobility vehicles, including on bike
   paths, sidewalks and shared use paths; and
   3. Recommendations to support the expansion of micromobility vehicle use
   and innovation including shared micromobility options for municipalities.
