 Well, sooner or later our security practices must be upgraded. It's an arms race with hackers and social engineers. 
Authenticator apps aren't difficult to set up or use. And if you want to use a hardware key, these can also be set up pretty easily, for a price. Both are more secure than SMS for the reasons stated in the article.
And yes, this is a way to shift costs to users and away from Twitter itself. 
I predict a wave of complaints about hacked or faked accounts and unexpected lockouts and impersonations. The folks running Twitter seem determined to contribute to their platform's demise.
